LTC Curriculum Registration Instructions
To assign the Long Term Care (LTC) Medicaid curriculum to a worker, the supervisor or trainer should e-mail regstaff@uwosh.edu. Include in the email:
- Worker Name
- Agency
- DHS Learning Center ID (C#)
Learning Center staff will respond when the curriculum has been assigned.
The worker will access the curriculum through “My Information/Curriculum” on the DHS Learning Center Home Page. The assigned LTC curriculum will include both the Initial LTC courses and the Advanced LTC courses.
There are eight Initial LTC courses, seven of which are required. You will learn all of the policies needed to process LTC cases in these courses. The Initial LTC courses include scenarios which must be checked by DHS IM Training staff before confirmation. The one “optional” course in the Initial LTC training is the “Managed Long Term Care” course, which is only required if you will be completing the Advanced LTC courses.
There are seven Advanced LTC courses; an Overview, five scenarios, and the Advanced Long Term Care Conclusion. The scenarios included in this training include advanced LTC concepts and how to process them. The scenarios are set up in a workbook format and are all optional. The scenarios are intended for self-study, and do not require being checked by DHS IM Training staff before confirmation. Therefore, a detailed “answer key” is included within every scenario. You may complete all five scenarios, or choose which scenarios you would like to complete, and in which order. You are not required to complete the Advanced LTC courses, however they are strongly recommended.
If there is an experienced Long Term Care worker (a worker who has been processing LTC for a while), the supervisor can indicate in the email to the Learning Center Registration Staff to exempt the experienced worker from the Initial Long Term Care training so the worker can access the Advanced Long Term Care training right away.
LTC Training Model Prerequisites
The Initial LTC training consists of prerequisites that must be completed prior to beginning the Initial LTC courses. If these courses were completed in the past, the worker may wish to review them.
The prerequisites for the Initial Long Term Care courses are:
- EBD Medicaid Course, Assessment Scenarios and Quiz – The worker may have completed this course during classroom training or via distance learning. LTC policy is based primarily on EBD policy. It is recommended that workers have at least one year of EBD experience prior to managing LTC cases.
If the course was taken in the classroom, send an e-mail to regstaff@uwosh.edu to have the curriculum assigned.
- Estate Recovery Course – This course was previously taught as part of the LTC classroom training. Because Estate Recovery requirements also apply to BC+, it is now offered as part of the New Worker Ongoing Case Maintenance curriculum.
The course may be accessed on the DHS Learning Center under Course Search, DHS Courses, all DHS Courses, Keyword Search “Estate Recovery”.
The Advanced LTC training also consists of prerequisites that need to have been completed prior to beginning the Advanced LTC courses. If these courses were completed in the past, the worker may wish to review them.
The prerequisites for the Advanced Long Term Care courses are:
- All Initial Long Term Care courses, including the Managed Long Term Care course. The Managed LTC Course is not a required course for the Initial LTC training, but it is a required course for the Advanced LTC training.
LTC Curriculum

- Home and Community Based Waivers Medicaid (HCBW)
- Divestment
- Undue Hardship
- Initial Long Term Care Conclusion

Courses 1-8 must be completed in order. Courses 1-7 are required to complete the Initial LTC training, course 8 is optional.

- Double Waiver Scenario
- Waiver with Trust Scenario
- Institutional with LTC Insurance and Homestead Rental Scenario
- Multiple Divestment Scenario
- Institutional with Medicaid Purchase Plan (MAPP) Spouse in the Community Scenario
- Advanced Long Term Care Conclusion
All of the Advanced LTC courses are optional. However, if you choose to complete the Advanced LTC training, course 1 is required and courses 2-7 are optional. All Advanced LTC courses are encouraged and highly recommended for those workers processing Long Term Care cases.
Use of LTC Training Materials
Training Documents
Initial LTC courses:
Each course is provided in a PDF format. Workers may print the documents or read the electronic copy. Printing the document allows for note taking, referring to previous pages to find handbook references, and writing answers to the self-check questions. Answers to the self-check questions are available in the appendix of each Initial LTC course.
Advanced LTC courses:
Each course is provided in a PDF format. Workers are asked to print the documents. Printing the document allows for note taking, referring to previous handbook references, and writing answers to the “Reviewing Results” section. Answers to the “Reviewing Results” section can be found in the detailed “Answer Key” found at the end of each scenario.
Quizzes
A quiz is provided for all of the Initial Long Term Care courses, with the exception of the Initial Long Term Care Medicaid Overview, the Initial Long Term Care Conclusion, and the Managed Long Term Care Overview, to assess the worker’s understanding of the materials presented. Each quiz must be mastered with a score of 80% or greater to allow access to the subsequent Initial LTC course.
Scenarios
Initial LTC courses:
Four Assessment Scenarios will be entered in the CWW Training Environment. Workers should not attempt to enter the scenarios prior to the completion of the corresponding course. Each case will be modified throughout the Initial LTC training. Workers are NOT to confirm the Initial LTC Assessment Scenarios unless instructed to do so.
Upon completion of each Initial LTC scenario activity, workers should call the Training Call Center at 608-261-6378, option 2 or e-mail DHSIMTraining@wisconsin.gov to have each case reviewed by a DHS IM trainer. Workers may also contact the Training Call Center with any questions as they complete the Initial LTC training.
Advanced LTC courses:
Workers are asked to print the Scenario documents. Five Advanced LTC Practice Scenarios are available to be entered in the CWW Training Environment. Since the Advanced LTC Scenarios are intended for self-study, when workers are ready and confident of their outcomes, they are to use the detailed “Answer Key” provided to check each scenario.
Workers are not required to have the Advanced LTC Practice Scenarios checked by DHS IM Training before confirmation and DHS IM Training is not anticipating reviewing these scenarios with workers. However, if the worker has made every attempt to get the correct eligibility results, using the provided answer key, and they still have questions, they can contact the Training Call Center for assistance by either calling 608-261-6378, option 2 or emailing DHSIMTraining@wisconsin.gov.
Miscellaneous Notes
Certificates of completion will not be provided with the completion of the Initial or Advanced LTC trainings. However, the completion will be recorded in the worker’s transcript on the DHS Learning Center.
